Job Purpose

As the Logistics Transport Data & Mapping Manager for the HS2 project, you will identify requirements for the collection of management information, develop these into bespoke tools and ensure that suitable solutions are in place for distributing information, reviewing contractor performance and decision making.

You will define, develop and implement bespoke tools to facilitate the collection, transformation and interpretation of data by HS2. Develop and manage scope of work to be undertaken by others, including work being undertaken by external consultants providing a range of services to HS2

The post holder will apply intelligent understanding of need for management information consider how the needs for logistics management should be developed and adapted to meet the needs of the project. Develop communications methods such as dashboards, mapping tools and reports to facilitate logistics decision making

 

About the Role

  • Responsible for data and reporting of information for the logistics team including all periodic reporting and bespoke requests
  • Identify and develop data and mapping management solutions and tools in consultation with a range of internal and external stakeholders and direct the work of external consultants, data providers, developers and others.
  • Guiding the spatial data schema design and development for traffic flow information (initially to develop the Environmental Minimum Requirements traffic flow assurance) in accordance with HS2 GIS Standards, and to allow layering of information when contractors provide new flow forecasts and EMR assurance and actual flow information, including HS2 traffic flows from ANPR data streams including development and maintenance of flow spreadsheets and mapping tools.
  • Management of the external resource scope for spatial data schema design for Accident data (Stats 19 records of Police reports at crashes on the highway) and project-specific near miss and damage in accordance with HS2 GIS Standards.
  • Managing the updates and development of the logistics GIS system and standards
  • Responsible for the development of spatial data (in accordance with HS2 GIS Standards) showing temporary highway works, and assets and their status, to enable tracking.
  • Assurance that data provided by external resources is delivered to HS2 in a format compliant with HS2 GIS Standards unless otherwise.
  • As appropriate, develop tools for identifying the availability of traffic models at nodes and across areas and traffic count data sets.
  • Become the SME for the Vehicle Monitoring System (bespoke system built on D365 Platform) and work with the IT team to ensure system stability and manage any system updates/upgrades.
  • Provide geospatial expertise to the Route-Wide Transport Management team and associated Contractors, with a particular focus on BIM.
  • Responsible for reporting data quality issues and analysis of route cases to the Logistics team with the aim of providing feedback to the supply chain on behalf of HS2
  • Provide a regularly updated layer of logistics assets in the Asset Information Management System (AIMS) to allow the logistics team to determine new sites and gates requests
 

About You

Skills

  • Microsoft Office 365, with advanced Excel skills
  • Experienced in creating insightful visualizations visualisations, reports and dashboards in Power BI
  • Ability to extract, transform and load (ETL) data from multiple sources to deliver actionable insights to enable informed decision making within the Transport and Logistics Team.
  • Ability to deliver high-quality data outputs that enable the Logistics Team to effectively carry out assurance responsibilities.
  • Experience in using the Esri ArcGIS technology stack.
  • Working knowledge of using FME in transforming data and knowledge of a scripting language such as python will be beneficial
  • Experience working with Ordnance Survey datasets including ITN, Sites, Topography and Highways Network products for the development of geospatial data and related asset information.
  • Experience of working with relational databases and working with data in ArcSDE using industry approved best practises.
  • Proven project management experience and skills - including the ability to manage data and deliver projects to time.
  • Knowledge of utilising data management best practices and knowledge of industry standards for Asset Information and BIM
  • Analytical skills - including the ability to identify issues, cleanse data and create appropriate solutions.
  • Quality management skills - including the ability to implement a continuous improvement approach.
  • Experienced in sourcing data, analysing data and creating maps to convey relevant information to stakeholders
  • Communication skills - including the ability to present technical information to non-technical audiences.
