Chief Data Officer

SUMMARY

Under the direction of the VP Data & Analytics, the Data Officer serves as a technical architect and engineer of CoastHills’ enterprise data infrastructure, ensuring data across the organization is accessible, reliable, secure, and actionable. This role undertakes data collection, preprocessing and analysis. Builds models to address business problems. Presents information using data visualization tools and techniques.


The Data Officer supports the technical execution of the organization’s data strategy – from managing the Data Warehouse and SDS Data Lake to engineering data integrations, building enterprise reporting solutions, and maintaining data governance standards. The Data Officer is highly analytical and skilled in analysis, math, and statistics. Possesses critical thinking and problem-solving skills essential for interpreting data, as well as a passion for learning and research. The ideal candidate brings deep proficiency in SQL Server, Python, and modern development practices, complemented by a working understanding with data science

  • Maintain the ARCU Data Warehouse (MS SQL Server) and SDS Data Lake, ensuring data integrity, availability, and performance across all integrated systems.


  • Author, optimize, and maintain MS SQL Server stored procedures, views, functions, and ETL pipelines that support daily data ingestion, transformation, and reporting workflows.


  • Architect and implement API integrations to connect third-party data sources with core banking and data warehouse systems, reducing manual data manipulation and ensuring seamless data flow.



  • Manage and monitor the daily ARCUDAILY ETL processes, weekly ARCUWeekly maintenance jobs, and ETL Manager Dashboard to ensure data accuracy and system health.


  • Identify valuable data sources across business systems and automate collection and preprocessing of structured and unstructured data for enterprise consumption.


  • Build and maintain interactive Power BI dashboards and standardized data journeys aligned with board-assigned goals, strategic KPIs, and departmental metrics across all organizational levels (Senior Leadership, Officers, Department Managers, and Branch Staff).


  • Build and maintain SSRS tabular reports for operational reporting needs, including daily transaction summaries, monthly reconciliations, and compliance reporting.


  • Analyzes large amounts of semi-structured information to find patterns that will help improve internal business units. Builds data products to extract valuable business insights.


  • Performs sophisticated data analytics encompassing data mining, inferential statistical analysis, and predictive analytics. 


  • Provides consultation to leadership on how to leverage analytic insights to build actionable strategies. 


  • Collaborates with internal stakeholders across the organization to understand and resolve key business questions and needs.


  • Analyzes trends to make better decisions for the Credit Union. Analyzes large amounts of information to discover trends and patterns.


  • Maintain and enforce data governance standards in alignment with CoastHills Unified Data Framework, ensuring all reports and analytics comply with privacy, security, and regulatory requirements (GLBA, BSA, CCPA, NCUA).


  • Conduct regular data quality audits using the ETL Data Validation framework, including reconciliations, variance analysis, exception monitoring, and close-day trial balance validation.



  • Investigate and resolve data-related help desk tickets, documenting root causes and implementing upstream fixes to reduce recurrence and strengthen data integrity.


  • Support monthly ARCU Loan Balance reconciliations and third-party tracking file reconciliations (Credit Cards, First Mortgages) as part of CECL and compliance processing.



  • Perform periodic reviews of data templates, data objects, transformation logic, Power BI artifacts, and supporting code to ensure continued accuracy, performance, and regulatory alignment.


  • Participate in the organization’s Change Management functions, ensuring data system changes are documented, tested, and deployed with appropriate controls.


  • Support the development and deployment of predictive models and machine-learning algorithms using Python, executing within MS SQL Server environments via SQL Server Machine Learning Services.



  • Assist in building and maintaining risk-scoring algorithms, fraud-detection systems, and member segmentation models that support strategic decision-making.


  • Monitor deployed model performance over time and support retraining or recalibration as business conditions evolve.



  • Research emerging AI and machine learning technologies and evaluate potential business applications for the Credit Union, contributing to the organization’s responsible AI strategy.


  • Apply foundational data science techniques including regression, classification, clustering, and time-series analysis as appropriate to support business needs.



  • Collaborate with stakeholders to define analytical problems, translate business objectives into data solutions, and ensure data aligns with departmental goals.


  • Document data definitions, model assumptions, validation results, system architecture, and methodology to ensure reproducibility, auditability, and knowledge continuity.



  • Support the design and maintenance of the organization’s Data Architecture Diagram, mapping current data infrastructure and connected business systems.



SUPERVISORY FUNCTIONS


Effectively directs and supervises assigned employees, ensuring optimal performance.


Carries out supervisory responsibilities in accordance with Credit Union policies and applicable laws.

Supervisory duties include, but are not limited to, employee selection, training, coaching and discipline. Verifies employee time records and employee performance. Motivates, coaches and evaluates assigned employees’ performance.


Establishes an environment that promotes teamwork and eliminates barriers to effectively working within the Department and across the Credit Union organizational structure.


Encourages participation and open communication.


QUALIFICATIONS


The requirements listed below are representative of the knowledge, skill, and/or ability required.


Education and Experience 

Bachelor’s degree in Computer Science, Computer Engineering, Software Engineering, or a closely related technical field from an accredited institution. 

Course work, minor, concentration, or certificate in Data Science, Machine Learning, Statistics, or applied mathematics valued. 

One to three years’ experience in a senior-level data management role and having completed projects utilizing data to solve real world problems.

Proven experience as a Database Developer and Data Analyst.

Strong proficiency writing complex SQL queries, stored procedures, and T-SQL within MS SQL Server environments, including performance tuning, indexing strategies, and ETL Pipeline development. 

Experience designing and developing Power BI dashboards, SSRS reports, or equivalent business intelligence and data visualization platforms. 

Knowledge of Symitar and data warehousing products ARCU and EDS is a plus. 



Certificates, Licenses and Registrations

None. Relevant certifications in data engineering, cloud platforms (Azure), SQL Server, or data science are valued. 


Knowledge

Understanding of database architecture, data mining, data warehousing, data analytics and project management.

Knowledge of SQL and SSRS Reporting; familiarity Power Bi is an asset.

Skilled in planning, organization, analysis, and decision-making with sound judgment.



Other Skills and Abilities

Ability to handle and keep confidential sensitive information.

Ability to work a variety of hours, including occasional evenings and weekends as needed. 

Strong collaborative skills with the ability to work effectively across departments in a team-oriented environment.
