Overview

The Chief Data Officer & Head of Department provides vision and strategy for all data governance and data quality activities in the organization. This individual is accountable and responsible for data governance, data quality, record retention, data controls, data metrics and data life cycle management, along with the exploitation of data assets to create business value for the organization. This individual communicates and works closely with the headquarter, executive management, all lines of business including and not limited to business departments, finance, risk, and operations & technology along with external regulatory bodies, etc.

Responsibilities

Strategic Leadership

  • Maintain and evolve the strategy for data management to ensure continuous alignment with the Bank’s business requirements
  • Communicate objectives of the Bank’s data program to promote enterprise-wide understanding and collaboration for project execution and day-to-day operational support as it relates to data
  • Provide counsel and advice to Senior Management and relevant areas for data assets that are core to the Bank’s business process
  • Augment and execute the data management strategy to ensure achievable and measurable milestones are mapped out for delivery and are effectively communicated
  • Continue to build the Data Governance function including: organizational accountability, data quality, standards and procedures, record retention, quality control and audit, monitoring and measurement of progress
  • Communicate effectively with the Bank and Head office to determine the business impact in areas such as availability, integrity or completeness of enterprise data
  • Interact with senior stakeholders throughout the Bank and the Head Office to incorporate data infrastructure that supports the business
  • Represent Data Management during business planning, data architecture projects and cross-functional business change initiatives
  • Support the Bank’s growth and expansion by building out capabilities and tools to allow easy data access while meeting regulatory expectations

 

Data Management

  • Implement the data governance framework including organizational accountability, data quality, record retention, data controls, policies and standards, quality control, and monitoring/measurement of progress
  • Interact with key stakeholders across Head Office and BOCNYB
  • Serve as liaison between the business and technology by partnering with other Departments to establish joint business-technology practices and procedures
  • Ensure project management and execution take an end-to-end view of the solution implementation
  • Develop and execute processes to ensure the timely release of data to information systems and consumers, ensure data inconsistencies and errors are researched and resolved quickly and incident management and problem management disciplines are applied, including:
    • Define data operations with appropriate service level agreements
    • Develop metrics for data quality and process and report
    • Ensure internal controls are in place to comply with corporate governance standards
  • Oversee overall IT Risk data management as it pertains to data related controls
  • Manage vendor relationships related to data sourcing and procurement and ensure contractual agreements are honored:
    • Establish and maintain partner relationships with data vendors and data service providers
    • Communicate contractual rights and obligations to consumers and ensure that policies are in effect to protect the Bank and in compliant with vendor contract obligations
  • Oversee the development, coordination, implementation of process related to data cataloging and metadata
  • Maintain knowledge of data management industry best practices, including those specific to banking
  • Manage costs, budgets, forecasts and business plans to meet the Bank’s data needs and data strategy objectives while eliminating redundancy

 

Leadership/People Management

  • Develop and manage a team of experienced data management professionals to deliver all mandates of the Department/team timely and effectively
  • Provide instructional leadership, establish clear expectations to staff, and ensure all mandates of the department are delivered in a timely and effective manner.
  • Ensure the Department/team structure and method-of-working facilitates strong partnerships with all lines of defenses
  • Advance a culture of risk compliance, collaboration, communication and professional development.
  • Manage the talent within the team to maximize team work, employee engagement, effectiveness and performance
  • Develop, manage and measure individual and Department objectives aligned with the Bank’s overall strategic goals

Qualifications

  • A Bachelor’s degree is required; Master's degree or above is preferred
  • At least 15 years of work experience in Business/Information Technology or related areas is required; a minimum of 5 years of  work experience in content-centric/data-centric roles and leadership roles are required as well
  • Bilingual abilities in Mandarin and English is a plus
  • Solid knowledge and experience in data leadership, data governance, data management, data quality, data security and technology required
  • Regulatory and compliance knowledge, financial/ banking industry knowledge, Risk management and Governance Framework knowledge is required 

     

Pay Range

Actual salary is commensurate with candidate’s relevant years of experience, skillset, education and other qualifications.

USD $150,000.00 - USD $280,000.00 /Yr.
