Job Description:

Accountabilities

Accountabilities adhere to the TD Compliance Department Mandate, follow the executive mandate for the role and are executed in accordance with key Compliance Program elements and processes established in the Enterprise Regulatory Compliance Management (RCM) Framework.

These include:

As Senior Business Oversight Manager, Wealth Compliance and CCO for The Canada Trust Company (TCTC) and providing second line compliance oversight for Registered Plans, TD Wealth Private Banking, TD Wealth Insurance Services and TD Wealth Advisory Services:

  • Act as Chief Compliance Officer (CCO) for TCTC, focusing on providing compliance oversight over Private Trust and Wealth registered plans activities

  • Assess the adequacy of, adherence to, and effectiveness of day-to-day Regulatory Compliance Management (RCM) controls applicable to TCTC and TD Wealth trust activities, TD Wealth Private Banking, TD Wealth Insurance Services, and TD Wealth Advisory Services based on independent monitoring and testing conducted and other data sources and indicators, using a risk-based approach. 

  • Lead and maintain the Compliance Program and conduct risk program for in-scope businesses to assist the businesses in upholding a strong culture of compliance and provide independent oversight of the management of compliance with applicable laws, regulations and guidelines using a risk-based approach

  • Support independent monitoring and testing of the in-scope Wealth business lines.

  • Proactively manage regulatory change by supporting the identifying, interpreting and assessing the impact of new regulatory requirements on the in-scope businesses as well as assisting the business in implementation

  • Share early indications of significant regulatory issues that could materially impact earnings or reputational risk with Business Segment leaders of in-scope businesses

  • Provide compliance and applicable regulatory reporting, including actual or potential non-compliance including emerging trends and risks.

  • Maintain practices and procedures to communicate regulatory compliance requirements and standards and to manage regulatory risks

  • Provide trusted, independent and objective guidance to business lines on identifying and managing various business risks with particular focus on compliance risk and conduct risk.

  • Act as primary regulatory contact for securities regulators with respect to in-scope Wealth businesses and maintain positive, honest, transparent and constructive relationships with regulators

  • Act as a thought leader across Compliance in addressing significant challenges and issues.

  • Represent Compliance on applicable committees and forums for in-scope businesses.

Responsibilities

  • With 1st Line Business – provide guidance and challenge to the 1st line's ongoing development of regulatory compliance management program and culture to strengthen its ability to detect and mitigate compliance risk across all Wealth businesses.

  • With Legal and Risk Management– provide trusted, objective advice to help the business manage regulatory change and address regulatory risks. Provide practical guidance on business and operational elements, based on expertise, to assist in arriving at actionable solutions.

  • With HR – coordination with respect to training, investigations and disciplinary matters

  • With Canadian Banking Compliance (“CBC”) - CBC oversees banking related regulatory compliance risk for TCTC and Private Banking

  • Lead relationships with applicable regulators for in-scope businesses

  • Lead relationships with industry associations to support regulatory change

  • With Compliance executive members, support, lead, set the Compliance culture, people development and training

  • As CCO, TCTC, providing second line compliance oversight of TCTC and TD Wealth trust activities

  • Provide second line compliance oversight for TD Wealth Private Banking, TD Wealth Insurance Services, and TD Wealth Advisory Services; support in-scope businesses to assess and provide products and services to external customers in compliance with applicable laws, managing reputational risks and strengthen customer trust in TD

  • Compliance representation in TD committees and forums applicable to TCTC and TD Wealth Trust activities, TD Wealth Private Banking, TD Wealth Insurance Services and TD Wealth Advisory Services

CCO, TCTC and compliance oversight for TD Wealth Private Banking, TD Wealth Insurance Services and TD Wealth Advisory Services:

  • Effectiveness of day-to-day business RCM controls and Compliance program for in-scope businesses

  • Operate within TD's risk appetite and the Compliance risk appetite

  • Obtain satisfactory ratings on regulatory examinations and internal audits

  • Oversee/support monitoring and testing plan in accordance with targets

Skills, Education & Experience

  • Deep regulatory, financial industry and operational knowledge and proficiencies

  • Ability to assess compliance risk to prioritize issues.

  • Strong Control/Risk Management mindset.

  • Forward looking and able to drive and implement change

  • Data fluency & leveraging technology to drive productivity and effectiveness improvements

  • Strong people leader which facilitates the Carrying out TD's People Strategies to attract, retain, develop and engage a highly qualified team

  • Ability to manage large number of complex issues and priorities effectively at the same time, and juggle priorities as demands warrant.
